Some are, many are not — paying a stranger upfront for account recovery is a well-documented scam pattern. Escrow exists to remove that upfront trust requirement, by holding payment until the account is verifiably back and stable.
A waiting period after an account is reported recovered, before funds release, so a helper can't get paid and then re-lock the owner out.
If recovery isn't successful, held funds don't release to the helper. Full refund and dispute terms will be published once payments go live and have been reviewed by counsel.
